Background
The Propane Alternative Fuels Advisory Committee advises the Railroad Commission on matters related to the operation of AFRED. Under 16 TAC §15.30, all 17 committee members are appointed by and serve at the pleasure of the Commission. Sixteen of the 17 members serve two-year overlapping terms coinciding with the state's fiscal year (September 1-August 31). Of these 16 members, eight represent the propane industry and eight represent propane consumers. The 17th member is the president of TPGA, who serves ex officio during his or her one-year term of office, which also begins on September 1.

Committee Makeup
The Commission typically appoints one propane supplier or equipment manufacturer as an industry member, as well as propane marketers whose businesses vary in size and are located in different parts of Texas. Companies are considered small if they have five or fewer delivery trucks registered with the Commission, medium if they register 6-25 trucks, and big if they register 26 or more trucks. The Commission appoints consumer members who represent a broad range of propane's residential, automotive, agricultural, commercial and other customers, e.g., homebuilders, warehouse operators, manufactured housing companies, research engineers and operators of light-, medium-, and heavy-duty fleet vehicles.

Nominations
Each August the Commission appoints new industry and consumer members to two-year terms beginning September 1. Nominees must be able to attend four to six meetings a year at their own expense.
